Cyprus has quietly become one of the busiest destinations in Europe for crypto authorization, and Cyprus Crypto Licensing now runs entirely through the Cyprus Securities and Exchange Commission under the EU's Markets in Crypto-Assets Regulation. CySEC was among the first EU regulators to start accepting CASP applications back in November 2024, and it brings deep regulatory experience from supervising crypto businesses under the old national regime that closed at the end of that year. Combined with an English-language process, a corporate tax rate of 15%, and a dense network of experienced legal and compliance providers, Cyprus has become the practical default choice for many founders entering the EU market. Neptune Fiduciaries Group guides founders through this process end to end, from company formation to final CySEC approval.
A Cyprus CASP Licence authorizes a business to provide regulated crypto-asset services, exchange, custody, portfolio management, advisory, and trading platform operation, across all 30 EEA member states through a single authorization. A CySEC Crypto Licence covers ten distinct service categories under MiCA, with capital requirements set at €50,000, €125,000, or €150,000 depending on the specific services offered. Unlike some EU jurisdictions that layer additional national requirements on top of MiCA's baseline, Cyprus largely sticks to the EU standard, which makes the process comparatively predictable for applicants who prepare their file properly.
The Crypto-Asset Service Provider (CASP) category CySEC now supervises corresponds directly to what FATF-aligned jurisdictions describe as a Virtual Asset Service Provider (VASP), and to the Crypto Asset Service Provider, Money Services Business (MSB) registration used across the US and Canada. A Cyprus VASP Licence, as the pre-MiCA national registration was informally known, has now been fully absorbed into the CASP framework, and the same core obligations, customer due diligence, transaction monitoring, and prudential capital adequacy, apply consistently whether a business is licensed under CASP, VASP, or MSB rules anywhere in the world.
Every figure here is quoted in euros:
CySEC application fee
Generally falls between €5,000 and €25,000 depending on service class and business complexity, one of the more moderate application fee ranges among EU national competent authorities.
Tiered initial capital
€50,000 for Class 1 activities such as advice and order transmission, €125,000 for Class 2 activities including custody and crypto-fiat exchange, and €150,000 for Class 3 services such as operating a trading platform, held as paid-up capital.
Legal and compliance preparation
Building a complete Programme of Operations and AML framework typically costs €80,000 to €200,000, reflecting the depth of documentation CySEC expects to see before granting authorization.
Staffing and substance costs
Recruiting and relocating local directors and an MLRO who meet MiCA Article 68's genuine EEA residence requirements often adds €100,000 to €250,000 in first-year salary and related costs, since flying in periodically does not satisfy Cyprus's substance test.
CySEC will not grant a CASP authorization without a properly structured Cyprus company behind it. The two processes come together, step by step:
Incorporate a Cyprus private limited company
Register under the Companies Law, Cap. 113, with the Department of Registrar of Companies and Intellectual Property.
Deposit your tiered capital
Place the applicable €50,000-€150,000 according to your intended service class.
Appoint qualified management
CySEC requires at least two individuals with sufficient expertise and good repute on the management body, plus genuine EEA-resident directors.
Build your AML and governance framework
Prepare crypto-specific AML typologies, operational resilience documentation, and a detailed Programme of Operations.
Submit your CASP application to CySEC
File a complete package; CySEC typically decides within about three months of receiving a complete file, though full timelines often run six to twelve months.
Running formation and licensing together keeps your Cyprus entity aligned with what CySEC expects to see, particularly around genuine local substance rather than a nominal presence.
Cyprus rewards applicants who arrive with a genuinely tailored file rather than a generic template CySEC will recognize instantly and downgrade to high-scrutiny review.
