Malta offers two distinct investment migration routes. The Malta Permanent Residence Programme (MPRP) provides permanent residence status for investors who make a qualifying government contribution of EUR 28,000 (if renting property) or EUR 58,000 (if purchasing property), pay an administrative fee of EUR 40,000, make a donation of EUR 2,000 to a registered philanthropic organisation, and either rent a property at EUR 10,000 per year or purchase one for EUR 300,000 (in the south or north or on Gozo) or EUR 350,000 (in other areas of Malta). The Malta Citizenship by Naturalisation for Exceptional Services (CES) route requires a contribution of EUR 750,000 after 12 months of genuine residence or EUR 600,000 after 36 months of genuine residence, plus qualifying property and an NGO donation.
The Malta CES citizenship route is the only EU citizenship by direct investment program currently available. Successful applicants receive Maltese citizenship and an EU passport, granting the right to live, work, and study in all 27 EU member states. Malta applies one of the most thorough multi-tier due diligence processes of any citizenship by investment program globally, making the Malta passport one of the most respected investment migration credentials available to international investors.
Investment Requirements

The CES citizenship route requires a contribution of EUR 600,000 (36 month residence) or EUR 750,000 (12 month residence) plus qualifying property and an NGO donation of EUR 10,000.
Residence Period
The CES citizenship route requires a minimum of 12 months (fast track at EUR 750,000) or 36 months (standard at EUR 600,000) of genuine legal residence in Malta before the citizenship naturalisation application can be submitted to the Maltese authorities.
