Montenegro's dedicated citizenship by investment program was launched in 2019 and formally closed in March 2022 upon reaching its quota of 2,000 approved applications. While the dedicated CBI program is no longer accepting new applicants, foreign nationals who wish to obtain Montenegrin residence may still invest in qualifying real estate of at least EUR 250,000 to obtain a temporary residence permit, renewable annually. This standard residence route can ultimately lead to permanent residence after 5 years of continuous legal residence, and to Montenegrin citizenship through the standard naturalisation process. Montenegro is a NATO member and an EU accession candidate country, with EU membership anticipated in the medium term.
Montenegro has an attractive tax environment: the corporate income tax rate is 9%, one of the lowest flat rates in Europe, the personal income tax rate is a flat 9% to 15% depending on income level, and there is no inheritance tax in the direct line. The country is located strategically in the Western Balkans, with a growing property market in both coastal resort and mountain areas. Montenegrin citizenship currently provides access to approximately 124 countries and territories. Following EU accession, which is expected within the medium term, existing Montenegrin citizens would gain full EU citizenship rights and an EU passport.
EU Candidate Country Status
Montenegro is an official EU accession candidate country and has been conducting EU accession negotiations for a number of years. Upon accession, existing Montenegrin citizenship is expected to convert to full EU citizenship, potentially within the next several years.
Low Tax Environment
Montenegro offers one of Europe's lowest corporate income tax rates at 9%, a flat personal income tax of 9% to 15%, no inheritance tax in the direct family line, and no capital gains tax on the sale of a primary residence, creating a highly competitive tax environment for investors and residents.
Real Estate Investment
Foreign investors can obtain temporary Montenegrin residence through qualifying real estate investment of a minimum EUR 250,000, providing a path to permanent residence after 5 years of continuous legal residence and ultimately to citizenship through the standard naturalisation process.
