A foreign company wishing to establish a physical presence in Qatar must register a branch office with the Ministry of Commerce and Industry (MOCI). Mainland Qatar branch offices are subject to the Commercial Agencies Law, which requires the appointment of a Qatari national commercial agent for most commercial activities. The branch is not a separate legal entity and the parent company bears full liability for the activities of the branch. The branch may only engage in the activities approved by the MOCI at registration, which must correspond to the approved activities of the parent company. Required documents include the parent company's certificate of incorporation, memorandum and articles of association, board resolution, and a notarised and legalised power of attorney.
